OF THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA 9th Year No. 94 ADDIS ABABA - 114 September , 2003 CONTENTS Proclamation No. 369/2003 OPEC Fund for International Development Debt Relief Agreement Ratification Proclamation Page 2393 PROCLAMATION NO . 3692003 A PROCLAMATION TO RATIFY THE DEBT RELIEF AGREEMENT BETWEEN THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA AND THE OPECFUND FOR INTERNATIONAL DEVELOPMENT WHEREAS , a Debt Relief Agreement between The Federal Democratic Republic of Ethiopia and the OPEC Fund for International Development provide to the Federal Democratic Republic of Ethiopia , a Lone amount of USD 6,600,000 ( six million six hundred thousand United States Dollars ) to be used for debt serving was signed in Vienna , on the 29th day of October , WHEREAS , basic economic international agre - ements have to be ratified prior to entry into force ; WHEREAS , the House of Peoples ' Representatives of the Federal Democratic Republic of Ethiopia has ratified said Agreement at its Session held on the 11th day of September , 2003 ; NOW , THEREFORE , in accordance with Article 55 proclaimed as follows : 1. Short Title This Proclamation may be cited as the " OPEC fund for International Development Relief Agreement Ratification Proclamation No. 369/2003 . Definition In this Proclamation " Agreement " means the Enhanced Hipc Debt Initiative Relief Agreement signed in Vienna between the Federal Democratic Republic of Ethiopia and the OPEC Fund for International Development on the 29th day of October 2002 . 3. Power of the Minister of Finance and Economic Development The Minister of Finance and Economic Development is hereby empowered to undertake all acts necessary for the utilization of the Lone amount of USD 6,600,000 ( six million six hundred thousand United States Dollars ) in accordance with the terms and conditions set forth in the Agreement . 4. Effective Date The is Proclamation shall enter into force on the 11th day of September , 2003 . Done at Addis Ababa , this 11th day of September , 2003 .
