PROCLAMATION TO PROVIDE FOR THE RATIFICATION OF THE INTERNATIONAL TREATY ON PLANT GENETIC RESOURCES FOR FOOD AND AGRICULTURE WHEREAS , International Treaty on plant Genetic at the Thirty - first Conference of the Food and Agriculture 2001 , has been signed by Ethiopia . WHEREAS , House of Peoples ' Representatives of the Federal Democratic Republic of Ethiopia has ratified said NOW , THERE FORE in accordance with Article 55 ( 1 ) and ( 12 ) of the constitution of the Federal Democratic Republic of Ethiopia , it is hereby proclaimed as follows . 1. Short Title This proclamation may be cited as “ The International Treaty on Plant Genetic Resources for Food and Agricul ture ratification Proclamation No. 330/2003 . " The International Treaty on Plant Genetic Resources for Food and Agriculture , which has been adopted at the Thirty - first Conference of the United Nations Food and Agriculture Organization on the 3rd of November , 2001 , is hereby ratified . Power of the institute of Biodiversity conservation and Research The Institute of Biodiversity Conservation and Research is hereby empowered to undertake all acts necessary for the implementation of the treaty .
