Ratification of the Agreement The Agreement on Economic , Scientific and Technical Cooperation Agreement between the Government of the Federal Democratic Republic of Ethiopia and the Gover nment of Malaysia signed in Kuala Lumpur on the 22nd day of October , 1998 is ratified . 3. Power of the Minister of Economic Development and Cooperation The Minister of Economic Development Cooperation is hereby empowered to implement the Agreement . 4. Effective Date This Proclamation shall enter into force as of the 15th day of June 1999 . Done at Addis Ababa , this 15th day of June , 1999 .
