OF THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA Ith Year No. 17 ADDIS ABABA - 104 December , 2002 CONTENTS Proclamation No. 305/2002 International Development Association Credit Agreement for Financing Capacity Building for Decentralized Service Delivery Project Ratification Proclamation Page 1975 PROCLAMATION No. 305/2002 A PROCLAMATION TO RATIFY THE CREDIT AGREEMENT BETWEEN THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA AND THE INTERNATIONAL DEVELOPMENT ASSOCIATION WHEREAS , a Credit Agreement between the Federal Development Association stipulating that International De Rights ) for financing Capacity Building for Decentralized Service Delivery Project , was signed in Washington D.C on WHEREAS , basic economic international agreements have to be ratified prior to entry into force ; WHEREAS , the House of Peoples ' Representatives of the Federal Democratic Republic of Ethiopia has ratified said Credit Agreement at its Session held on the 10th day of December , 2002 ; NOW , THEREFORE , in accordance with Article 55 Sub - Articles ( 1 ) and ( 12 ) of the Constitution of the Federal Democratic Republic of Ethiopia , it is hereby proclaimed as follows : 1. Short Title This Proclamation may be cited as the “ International Development Association Credit Agreement for Finan cing Capacity Building for Decentralized Service Delivery Project Ratification Proclamation No. 305/2002 ” The African Law Archive Definition In this Proclamation “ Credit Agreement ” means the Credit Agrrement Number 3698 - ET signed in Washing ton D.C. on the 12 " day of September , 2002 , between the Federal Democratic Republic of Ethiopia and the Inter national Development Association . 3. Power of the Minister of Finance and Economic Development The Minister of Finance and Economic Development is hereby empowered to undertake all.acts necessary for the utilization of the credit amount of SDR . 20,700,000 ( twenty million seven hundred thousand Special Drawing Rights ) in accordance with the terms and conditions set forth in the Credit Agreement .
