WHEREAS, the capital base of public enterprises needs to be widened so that their financial viability and contribution
NOW, THEREFORE, in accordance with Article 5 (6) of the Redefinition of Powers and Responsibilities of the Pro visional Military Administrative Council and the Council of Ministers Proclamation No. 110/1977, it is hereby proclaimed as follows:

1. Short Title
This Proclamation may be cited as the " Special Loan for Public Enterprises Proclamation No. 232/1982 ".
2. Authority to Purchase Government Bonds
The National Bank of Ethiopia may, at the request of the Minister of Finance, itself purchase or authorize the Com mercial Bank of Ethiopia to purchase Government Bonds over and above the limit prescribed by Article 26 (3) (c) of the Monetary and Banking Proclamation No. 99 of 1976 to provide funds for public enterprises covered by the Regulation and Co - ordination of Public Financial Ope rations Proclamation No. 163/1979.
