Page 539 PROCLAMATION NO . 81 / 1997 A PROCLAMATION TO RATIFY THE UNITED NATIONS CONVENTION TO COMBAT DESERTIFICATION IN THOSE COUNTRIES EXPERIENCING SERIOUS DROUGHT AND - OR DESERTIFICATION PARTICULARLY IN AFRICA WHEREAS , Ethiopia had , on 15 of October 1994 , signed at paris the United Nations Convention to Combat Desertification in those Countries Experiencing Serious Drught and - or Deser tification , particulary in Africa . WHEREAS , it is stipulated in the Convention that the Convention enters into force on the ninetieth day after the date of deposit of the fiftieth instrument of ratification or otherwise ; WHEREAS , the House of Peoples ' Representatives of the Federal Democratic Republic of Ethiopia has ratified said Convention at its session held on the 24h day of June , 1997 ; NOW , THEREFORE , in accordance with Article 55 sub Articles ( 1 ) and ( 12 ) of the Constition , of the Federal Democratic Republic of Ethiopia it is hereby proclaimed as follows : 1 . Short Title This Proclamation may be cited as the " " United Nations Convention to Combat Desertification in those Countries Experiencing Serious Drought and - or Desertification , Par ticularly in Africa Ratification Proclamation No . 81 - 1997 . ” 2 . Ratification of the Convention The United Nations Convention to Combat Deserification in those Countries Experiencing Serious Drought and - or De sertification , Particularly in Africa , signed at paris on 15 October 1994 , is ratified . Power of the Environmental Protection Authority The Environmental Protection Authority is hereby em powered to implement the Convention in cooperation with the concerned federal and regional government organs , non governmental organizations as well as with communities .
