OF THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA 9th Year No. 22 ADDIS ABABA - 164 January , 2003 CONTENTS Proclamation No. 309/2003 OPEC Fund for International Development Loan Agreement for Financing the Gore - Gambella Road Project Ratification Proclamation Page 2039 PROCLAMATION NO . 309/2002 A PROCLAMATION TO RATIFY THE LOAN AGREEMENT BETWEEN THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA AND THE OPEC FUND FOR INTERNATIONAL DEVELOPMENT WHEREAS , a Loan Agreement between the Federal De mocratic Republic of Ethiopia and the OPEC Fund for International Ethiopia a Loan amount of USD 15,000,000.00 ( Fifteen Million United States Dollars ) for financing the Gore - Gambella Road WHEREAS , basic economic international agreements have to be ratified prior to entry into force ; WHEREAS , the House of Peoples ' Representatives of the Federal Democratic Republic of Ethiopia has ratified said Loan NOW , THEREFORE , in accordance with Sub - Articles ( 1 ) and ( 12 ) of Article 55 of the Constitution , it is hereby proclaimed as follows : Short Title This Proclamation may be cited as the " OPEC Fund for International Development Loan Agreement for Financing the Gore - Gambella Road Project Ratification Proclamation No. 309/2003 ” Unit Price The African Law Archive – No. 22 16 January , 2003– Page 2040 2. Defintion In this Proclamation ' Loan Agreement ” means the Loan Agreement No. 888 was signed in Vienna between the Federal Democratic Republic of Ethiopia and the OPEC Fund for International Development on the 31 " day of July , 2002 . 3. Power of the Minister of Finance and Economic De velopment The Minister of Finance and Economic Development is hereby empowered to undertake all acts necessary for the utilization of the loan amount of USD 15,000,000.00 ( ( Fifteen million United States Dollar ) in accordance with the terms and conditions set forth in the Loan Agreement . Effective Date This Proclamation shall enter into force as of the 16 " day of January , 2003 . Done at Addis Ababa , this 16 " day of January , 2003 .
