OF THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA 6 Year No. 19 ADDIS ABABA - 134 January , 2000 CONTENTS Proclamation No. 191/2000 Ethio - Libya Economic , Scientific , Cultural and Tech nical Cooperation Agreement Ratification Proclamation Page 1236 PROCLAMATION NO . 191/2000 A PROCLAMATION TO RATIFY THE ETHIO LIBYA ECONOMIC , SCIENTIFIC , CULTURAL AND TECHNICAL COOPERATION AGREEMENT WHEREAS , an Agreement , on Economic , Scientific , the Federal Democratic Republic of Ethiopia and the Great Socialist People's Libya Arab Jamahirya , was signed at the City of Sirte of the Great Jamahirya , on the 17th day of May , 1999 ; WHEREAS , it is stipulated in the Agreement that the procedures of each country , and enter into force upon the date of the exchange of instruments of ratification ; WHEREAS , the House of Peoples ' Representatives of the Federal Democratic Republic of Ethiopia has ratified said Agreement at its session held on the 13th day of January , 2000 ; NOW , THEREFORE , in accordance with Article 55 Sub Republic of Ethiopia , it is hereby proclaimed as follows : 1. Short Title This Proclamation may be cited as the “ Ethio - Libya Economic , Scientific , Cultural and Technical Cooperation Agreement Ratification Proclamation No. 191/2000 . ” Unit Price The African Law Archive – No.19 13 January , 2000Page 1237 2. Ratification of the Agreement The Agreement on Economic , Scientific , Cultural and Technical Cooperation Signed in Sirte on the 17th day of May , 1999 , between the Governments of the Federal Democratic Republic of Ethiopia and the Great Socialist People's Libyan Arab Jamahirya , is ratified . 3. Power of the Minister of Economic Development and Cooperation The Minister of Economic Development and Cooperation is hereby empowered to implement the Agreement . 4. Effective Date This Proclamation shall enter into force as of the 13th day of January , 2000 . Done at addis Ababa , this 13th day of January , 2000 .
