A PROCLAMATION TO PROVIDE FOR THE ADMINISTRATION AND CONTROL OF SCHOOLS BY THE PEOPLE

WHEREAS, to carry out and effectuate the national deve lution Programme, it is deemed necessary to have the partici pation of the people at all levels ;
WHEREAS, the integration of education with the lives of the people alone can guarantee the enrichment of socialist thought, the development of production and creativity and the unity of practice and theory ;
WHEREAS, in the old reactionary socio - economic order, the masses, the creativity of the broad masses was neglected, administration was centralized with the result that schools were made responsible to far - of administrative set - up and teachers and students were detached from the broad masses ;

WHEREAS, to eradicate illiteracy, promote science, art new revolutionary culture of the masses, it is necessary to create convenient conditions with a view to make teachers and stu dents learn from the people and in their turn impart scientific knowledge to the latter ;
WHEREAS, to advace criticism so as to fight the super macy of reactionary forces in schools, it is imperative to make schools under the direct control of the people ;
