Short Title This Proclamation may be cited as the “ Ratification of the Protocol to the Treaty Establishing the African Economic Community Relating to the Pan - African Parliament Proclamation No. 332/2003 . " 2. Definition “ Ratification ” includes Accession to the Protocol . 3. Ratification of the Protocol The Protocol to the Treaty Establishing the African Economic Community Relating to the Pan - African Parliament adopted by the member states of the Organization of the African Unity states parties to the Treaty Establishing the African Economic Com munity , in Sirt , Libya , on 2nd March 2001 , is hereby ratified by the House of Peoples ' Representatives of the Federal Democratic Republic of Ethiopia . 4. Effective Date This Proclamation shall come into force as of 29th day of April , 2003 . Done at Addis Ababa , this 29th day of April , 2003 .
