Page 294 PROCLAMATION NO . 55 / 1996 A PROCLAMATION TO RATIFY THE PROTOCOL ON THE ACCESSION OF AUSTRIA , FINLAND AND SWEDEN TO THE FOURTH LOME CONVENTION WHEREAS , Austria , Finland and Sweden became Mem | ber States of the European Union on January 1 , 1995 ; WHEREAS , Ethiopia is one of the parties to the Protocol , on the accession of the aforementioned three States to the Fourth Lome Convention , signed in Mauritius on December 8 1995 between African , Caribbean and Pacific States , on the one hand , and Member States of the European Union , on the WHEREAS , the Protocol enters into force subject to WHEREAS , the House of Peoples ' Representatives of the Federal Democratic Republic of Ethiopia has ratified said Protocol at its session held on the 174h day of December , 1996 ; NOW , THEREFORE , in accordance with Article 55 sub - Articles ( 1 ) and ( 12 ) of the Constitution , it is hereby proclaimed as follows : Unit Price $ 7 : 30 www . Short Title This Proclamation may be cited as the “ Ratification of the Protocol on the Accession of Austria , Finland and Sweden to the Fourth Lome Convention Proclamation No . 55 / 1996 . ” 2 . Ratification of the Protocol The Protocol on the Accession of Austria , Finland and Sweden to the Fourth Lome Convention signed in Mauritius on December 8 , 1995 between ACP States and Member States of the European Union is ratified . 3 . Power of the Ministry of Economic Development and Cooperation The Ministry of Economic Development and Cooperation is hereby empowered to implement the Protocol . 4 . Effective Date This proclamation shall enter into force as of the 17th day of December , 1996 . Done at Addis Ababa , this 17ch day of December , 1996 .
