A PROCLAMATION TO PROVIDE FOR THE ESTABLISHMENT OF A NATIONAL REVOLUTIONARY OPERATIONS COMMAND

WHEREAS, though the broad masses and patriots are enemies and in taking exemplary measures against anti - unity and anti - revolutionary elements by providing their property and sacrificing their lives, to carry out the struggle which is expected to be bitter and protracted, it is necessary to strengthen and coordinate our efforts and preparations ;
WHEREAS, poverty and economic dependence cannot be seen in isolation from the enemies mentioned above, it is neces sary to fight them by increasing production and enhancing development works for the purpose of improving the economy of our Revolutionary Motherland ;
WHEREAS, it is necessary to establish a National Revolu tionary Operations Command headed by the Chairman of the Provisional Military Administration Council and vested with the necessary powers and duties to coordinate the set - up and working
the participation of the broad masses and patriots which is essential to achieve the goals set out above ;
