WHEREAS , basic economic international agreement have to be ratified prior to entry into force ; Finance Contract at its session held on the 5th day of August , NOW , THEREFORE , in accordance with Article 55 Sub Article ( 1 ) and ( 12 ) of the Constitution , it is hereby proclaimed as follows : This Proclamation may be cited as the “ European Investment Bank Finance Contract for Financing the Urban Power Distribution and Load Dispatch Project Ratification Proclamation No. 363/2003 . ” Unit Price The African Law Archive 2. Definition In this Proclamation “ Finance Contract ” means the Finance Contrat Number F1 No. 21.889 signed in Addis Ababa on the 9th day of December 2002 , between the Federal Democratic Republic of Ethiopia and the European Investment Bank . 3. Power the Minister of Finance and Economic De velopment The Minister of Finance and Economic Development is hereby empowered to undertake all acts necessary for the utilization of the credit amount of twenty five million UROS ( 25,000,000 EUROs ) in accordance with the terms and condtions set forth in the Finance Contract . 4. Effective Date This Proclamation shall enter into force on the 5th day of August 2003 . Done at Addis Ababa , this 5th day of August , 2003 .
