OF THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA 5 Year No. 35 ADDIS ABABA - 9 February 1999 CONTENTS Proclamation No. 155/1999 African Development Fund Loan Agreement for financing the Education III Project Ratification Proclamation Page 981 PROCLAMATION NO . 155/1999 A PROCLAMATION TO RATIFY THE LOAN AGREEMENT BETWEEN THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA AND THE AFRICAN DEVELOPMENT FUND WHEREAS , a Loan Agreement , between the Federal ment Fund stipulating that the African Development Fund amount of UA 32,000,000 ( thirty two million Units of Account ) for financing the Education III Project , was signed in Abidjan on the 20th day of November , 1998 ; WHEREAS , basic economic international agreements have to be ratified prior to entry into force ; WHEREAS , the House of Peoples ' Representatives of Loan Agreement at its session held on the 9th day of February , NOW , THEREFORE , in accordance with Article 55 Sub - Articles ( 1 ) and ( 12 ) of the Constitution , it is hereby proclaimed as follows : This Proclamation may be cited as the “ African De velopment Fund Loan Agreement for financing the Education III Project Ratification Proclamation No. 155 / Unit Price The African Law Archive • No. 35 ም February , 1999- Page 982 2. Definition In this Proclamation “ ' Loan Agreement ' ' means the Loan Agreement No. F / ETH / EDU - 3 / 98 / 40 , signed in Abidjan on the 20th day of November , 1998 between the Federal Democratic Republic of Ethiopia and the African De velopment Fund . 3. Power of the Minister of Finance The Minister of Finance is hereby empowered to undertake all acts necessary for the utilisation of the loan amount of UA 32,000,000 ( thirty two million Units of Account ) in accordance with the terms and conditions set forth in the Loan Agreement . 4. Effective Date This Proclamation shall come into force as of the 9th day of February , 1999 . Done at Addis Ababa , this 9th day of February , 1999 .
