Definition In this Proclamation “ Credit Agreement ” means the Credit Agreement Number 3712 ET signed in Washing ton D.C. on the 26th day of September , 2002 , between the Federal Democratic Republic of Ethiopia and the Inter national Development Association . 3. Power of the Minister of Finance and Economic Development The Minister of Finance and Economic Development is hereby empowered to undertake all acts necessary for the utilization of the credit amount of SDR 104,900,000 ( one hundred four million nine hundred thousand Special Drawing Rights ) in accordance with the terms and conditions set forth in the Credit Agreement . 4. Effective Date This Proclamation shall enter into force as of the 4ch day of February , 2003 . Done at Addis Ababa , this 4th day of February , 2003 .
