WHEREAS, the struggle of the broad masses of Ethiopia to smash imperialism, feudalism and bureaucratic capitalism can be further secured through diligent labor to increase production, accelerate development and organize a system of equitable distribution on a revolutionary and cooperative basis so as to free production forces from production relations of feudalism and imperialism and thereby achieve the objectives of the Program of National Democratic Revolution;


WHEREAS, the safe - guarding and consolidation of the victories the Ethiopian broad masses have so far won through their own persistent struggle and the proletarian
 - internationalist support rendered to them by sisterly socialist countries and other progressive forces is the basis for yet even greater victories ahead especially for the struggle to establish People’s Democratic Ethiopia;

WHEREAS, the development campaign that the broad masses will launch and the development plan that will be prepared with their fullest participation will further intensify their struggle against the class enemies and thereby ensure the attainment of the goals of the Revolution;

WHEREAS, the broad masses, having through great determination vanquished their external and internal enemies that had challenged their Revolution and unity, have declared revolutionary through their mass organizations their readiness to carry out a revolutionary campaign in the field of development;
