Ratification of the Agreement The Technical Cooperation Agreement between the Export Promotion Agencies of the Federal Democratic Republic of Ethiopia and the Republic of yemen signed in Sanna'a , on the 15th day of April , 1999 , is ratified . 3. Power of the Ethiopian Export Promotion Agency The Ethiopian Export Promotion Agency is hereby empowered to implement the Agreement . 4. Effective Date This Proclamation shall enter into force as of the 2nd day of December , 1999 . Done at Addis Ababa , this 2nd day of December , 1999 .
