Ratification of the Agreement The Agreement on Economic , Scientific and Technical Cooperation between the Government of Federal De mocratic Republic of Ethiopia and the Russian Federation Government signed at Moscow on the 6 " day of December , 1999 , is ratified . 3. The Power of the Minister of Economic Development and Cooperation The Minister of Economic Development and Co operation is empowered to implement the Agreement . 4. Effective Date This Proclamation shall enter into force as of the 6th day of June , 2000 . Done at Addis Ababa , this 6th day of June , 2000 .
