OF THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA 9th Year No. 69 ADDIS ABABA - 2641 June , 2003 CONTENTS Proclamation No. 349/2003 Convention on Standards of Training , Certification and Watchkeeping for Seafarers , 1978 , as amended in 1995 , Ratification Proclamtion Page 2228 PROCLAMATION 349/2003 A PROCLAMATION TO RATIFY THE CONVENTION ON STANDARDS OF TRAINING , CERTIFICATION AND WATCHKEEPING FOR SEAFARERS , 1978 , AS AMENDED IN 1995 ( STCW CONVENTION ) WHEREAS , Ethiopia is a party to STCW Covention of 1978 ; WHEREAS , Ethiopia has accepted the amendment to the annex the 1978 Convention and thus Convention as amended in 1995 ; WHEREAS , The House of Peoples ' Representatives of amended convention at its seesion held on 26 " , day of June , Article ( 1 ) and ( 12 ) of the Constitution , it is hereby proclaimed as follows . Short Title This Proclamation may be cited as the “ Convention on Standards of Training , Certification and Watchkeeping for Seafarers , 1978 , as amended in 1995 , Ratification Proclamation No. 349/2003 . ” Unit Price The African Law Archive 2. Ratification of the Convention The Convention on Standards of Training Certification and Watchkeeping for Seafarers , 1987 as amended in 1995 , is hereby ratified . 3. Power of the Minister of Infrastructure The Minister of Infrastructure is hereby empowered to undertake in co - operation with other relevant Federal and Regional Government organs , all acts necessary for the implemention of the Convention . 4.
