COUNCIL OF MINISTERS REGULATIONS TO PROVIDE FOR THE ESTABLISHMENT OF EDUCATION MATERIALS PRODUCTION AND DISTRIBUTION ENTERPRISE These Regulations are issued by the Council of Minis ters pursuant to Article 5 of the Definition of Powers and Duties of the Executive Organs of the Federal Democratic Republic of Ethiopia proclamation No. 4/1995 and Article 47 ( 1 ) ( a ) of the Public Enterprises Proclamation No. 25/1992 . 1. Short Title These Regulations may be cited as the “ Educational Materials Production and Distribution Enterprise Establishment Council of Ministers Regulations No.50 / 1999 . ” 2. Definition In these Regulations : “ Educational Materials ” shall mean Textbooks , Visual Aids , Charts , Maps , Science and Vocational Instruments , Educational institutions furniture , Audio - visual ins truments , Children's toys , different forms and other materials applicable in the education sphere . Establishment 1 ) There is hereby established a Public enterprise to be known as Educational Materials Production and Distribution Enterprise ( Here - in - after called Enter 2 ) The Enterprise shall be governed by the public Enterprise proclamation No. 25/1992 . 4. Supervising Authority A body to be designated by the Government shall be the Supervising Authority of the Enterprises . 5. Head Office The Enterprise shall have its head office in Addis Ababa . If necessary it may have branches elsewhere . 6. Objectives Objectives of the Enterprise : 1 ) Production of educational Materials , Domestic and Foreign purchase ; 2 ) To give training and professional consultancy service ; 3 ) To increase profit and create stable market ; 4 ) To engage in other related activities for the attain ment of its objectives . The authorized capital of the Enterprise is 150,000,000 ( One hundred fifty million Birr ) of which 110,668,702.74 ( One hundred ten million six hundred sixty eight thousand seven hundred two birr and seventy four cents ) is paid in cash and in kind . 8. Liability The Enterprise shall not be held liable beyond its total assets . 9. Duration The Enterprise is established for an indefinite duration . 10. Rights and Duties The rights and duties of the former Educational Materials Production and Distribution Agency are hereby transferred to the Enterprise . 11. Effective Date These Regulations shall come into force on the date of In Law Fine Ve.com Done at Addis Ababa , this 22nd day of June , 1999 .
