Short Title This Proclamation may be cited as the “ Convention on the Prohibition of the Use , Stockpiling , Production and Transfer of Mines their Destruction Ratification Proclamation No.428 / 2004 . ” 2. Ratification of the Convention The Convention on the Prohibition of the Use , Stockpiling , Production and Transfer of their Destruction adopted on 18 September 1997 at Oslo , Norway , is hereby ratified by the House of Peoples ' Representatives of the Federal Democratic Republic of Ethiopia . Effective Date This Proclamation shall enter into force on the 25th day of November , 2004 .
