OF THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA 9th Year No. 3 ADDIS ABABA 24 October , 2002 CONTENTS Proclamation No. 291/2002 International Development Association Credit Agreement for Financing Structual Adjustment Program Ratification Proclamation Page 1931 PROCLAMATION NO.291 / 2002 A PROCLAMATION TO RATIFY THE CREDIT AGREEMENT BETWEEN THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA AND THE INTERNATIONAL DEVELOPMENT ASSOCIATION WHEREAS , a Credit Agreement , between the Federal Development Association stipulating that the International Drawing Rights ) for financing Structural Adjustment Program , was signed in Washington D.C. , on the 27 " day of WHEREAS , basic economic international agreements have to be ratified prior to entry into force ; WHEREAS , the House of Peoples ' Representatives of the Credit Agreement at its session held on the 24 " day of NOW , THEREFORE , in accordance with Sub - Articles ( 1 ) and ( 12 ) of Article 55 of the Constitution , it is hereby proclaimed as follows : This Proclamation may be cited as the “ International Development Association Credit Agreement for Finan cing Structural Adjustment Program Ratification Proclamation No. 291/2002 . ” Unit Price The African Law Archive No. 3 24 October , 2002 - Page 1932 2. Definition In this Proclamation “ Credit Agreement ” means the Credit Agreement Number 3666 - ET signed in Washing ton D.C. , on the 27 " day of June , 2002 between the Federal Democratic Republic of Ethiopia and the Inter national Development Association . 3. Power of the Minister of Finance and Economic Development The Minister of Finance and Economic Development is hereby empowered to undertake all acts necessary for the utilization of the Credit amount of SDR 96,200,000 ( Ninety Six Million Two Hundred Thousand Special Drawing Rights ) in accordance with the terms and conditions set forth in the Credit Agreement . 4. Effective Date This Proclamation shall enter into force as of the 24ch day of October , 2002 . Done at Addis Ababa , this 24 " day of October , 2002 .
