PROCLAMATION No. 239/1983
A PROCLAMATION TO PROVIDE FOR THE ESTABLISHMENT OF THE MILITARY COMMISSARIAT AND THE TERRITORIAL PEOPLE'S MILITIA
WHEREAS, the 1974 Ethiopian Revolution has brought about impressive victories for the broad masses and has laid I down solid bases for scoring still further victories ;
WHEREAS, internal and external reactionary forces, whose interests have thus been affected, are continuing to make repeated attempts to regain the interests they lost as a result of the Revolution ;
WHEREAS, the broad masses of Ethiopia have organized themselves into urban dwellers ', peasant, professional, women and youth associations and cooperative societies to contribute their due shares in the defence of their country and the Revolution against attacks by class enemies ;
WHEREAS, in order to make the contribution, in this regard, of the broad masses more effective, it is necessary to provide for their organization and guidance in such manner Revolution, independence and their lives and property ;
WHEREAS, one way of achieving this objective is believed to be the establishment of a military commissariat and a territorial people's militia that is composed of, and is in all respects supported by, the broad masses ;
NOW, THEREFORE, in accordance with Article 5 (6) of the Redefinition of Powers and Responsibilities of the Provisional Military Administrative Council and the Council
