Short Title This Proclamation may be cited as the “ International Development Association Credit Agreement for finan cing the Health Sector Development Program support Project Ratification Proclamation No. 150/1999 . ” Unit Price The African Law Archive 2. Definition In this Proclamation “ Credit Agreement ” means the Credit Agreement NO . 3140 ET , signed in Washington DC , on the 30th day of October , 1998 , between the Federal Democratic Republic of Ethiopia and the International Development As sociation . 3. Power of the Minster of Finance The Minister of Finance is hereby empowered to undertake all acts necessary for the utilisation of the credit amount of SDR 75,100,000 ( seventy five million one hundred thousand Special Drawing Rights ) in accordance with the terms and conditions set forth in the Credit Agreement . 4. Effective Date This Proclamation shall come into force as of the 5th day of January , 1999 . Done at Addis Ababa , this 5 th day of January , 1999 .
