OF THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA 9th Year No. 2 ADDIS ABABA 24 " October , 2002 CONTENTS Proclamation No.290 / 2002 International Development Association Credit Agreement for Financing Food Security project Ratification Proclamation Page 1929 PROCLAMATION NO . 290/2002 A PROCLAMATION TO RATIFY THE CREDIT AGREEMENT BETWEEN THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA AND THE INTERNATIONAL DEVELOPMENT ASSOCIATION WHEREAS , a Credit Agreement , between the Federal Development Association provide to the Federal Democratic Drawing Rights ) for financing Food Security Project , was signed in Washington D.C. , on the 24th day of June , 2002 ; WHEREAS , basic economic international agreements have to be ratified prior to entry into force ; WHEREAS , the House of Peoples ' Representatives of the Credit Agreement at its session held on the 24th day of October , 2002 ; NOW , THEREFORE , in accordance with Sub - Articles ( 1 ) and ( 12 ) of Article 55 of the Constitution , it is hereby proclaimed as follows : 1. Definition In this Proclamation “ Credit Agreement ” means the Credit Agreement Number 3646 ET signed in Washing ton D.C. on the 24 " day of June , 2002 between the Federal Democratic Republic of Ethiopia and the Inter national Development Association . 3. Power of the Minister of Finance and Economic Development The Minister of Finance and Economic Development is hereby empowered to undertake all acts necessary for the utilization of the Credit amount of SDR 68,100,000 ( Sixty Eight Million One Hundred Thousand Special Drawing Rights ) in accordance with the terms and conditions set forth in the Credit Agreement . This Proclamation shall enter into force as of the 24th day of October , 2002 . Done at Addis Ababa , this 24ch day of October , 2002 .
